Does everyone use soft loaded rounds for these competitions? Do people use regular ammo or only the light stuff? I have read some shooters use loads that barely meet whatever specs are required and different springs and what not.

Not everyone. But a majority probably are loading their own ammo just over required power factor. Certainly nearly all A/Master/GM shooters. In club matches there are definitely people using factory ammo. Even the sponsored shooters that are provided ammo are using ammo loaded for matches, not full power rounds.

If you shoot a lot, and compete a lot, it is cheaper and somewhat advantageous to load your own. That said, it isn’t necessary by any means. Come and shoot with Winchester white box or Blazer or whatever you have, and have fun! There is a lot to learn before factory vs reloads will matter to your results.

Im speaking for USPSA shooters here

Most of us reload so we can dial in our own velocity. Factory ammo is hot and is way over powered which means the gun recoils too much. We can tune our guns to a specific velocity which shoots softer.

Without too much detail, There is a formula-
projectile weight x velocity/1,000= power factor.

My load is a 180gr projectile moving 950 feet per second which is 171 power factor

Major PF is 165 or more
Minor PF is 125 or more

There is a scoring difference between major and minor

The current National/World champion in USPSA/IPSC production uses off the shelf ammo for matches. Apparently typically Federal 124s, he buys it.

Lots of locals shoot factory in minor, a fair number of factory 115 fmj loads are sub minor out of common guns.

Most that do handload don't go for the power factor floor but 5-10 points over, which is gonna have them right around factory loads. Think 124 going 1100fps.

40 major loads with a 180 are probably 50-60fps slower than an HSTs claimed velocity, not exactly puff loads.

Open shooting 9mm is like +P or +P+ run it in a light uncompensated gun and you'll sure know it.

Side note: is the RO walking around with a hot pistol? Not clutching my pearls just thought this was a big deal in IDPA. I’m not familiar with that match or IDPA in general and just found it curious.
Yes. This is at Chris Tilley's place in Garner. The 2 that run this match stay hot for security reasons. They don't participate...they just run it.
 
Security reasons?
This match is ran at Tilley's indoor range which is also a gun store. During the match the store employees for the most part have left for the day. They cannot close the internal steel security doors until everyone leaves. Therefore, the 2 that run it stay hot in case the one store employee manning the desk needs them.
