First off, let me be clear... not licensed and have absolutely no intention of transmitting, this is only monitoring certain frequencies local to my area, primarily in the 155 and 450-470 ranges and general messing around with...may pursue my license at some point.

A scanner with a small UPS. You’re set to monitor everything.
I can get 24 hrs + out of mine.
Plus, I can alligator clip to any 12vdc battery and run forever.

Lot of the services are now using spread spectrum frequency hopping digital and can be encrypted.
Scanners can do a better job but not with the encryption.

This. It's 8 watt vs 5 watt. I have 2. Programming is a little tedious without the Chirp cable.
I ordered a two pack of the uv5rtp( it's the tei power version that goes up to 8watts). Came with the ear peaces, chargers, car adapters, and the programming cable. Used chirp and made them a clone of each other. We keep the as back up communication for trips and such, I also have all of the weather bands programmed in.

The above link is the newest 5r version, it will do 1/4/8watts, as for the ham license I have no clue. I picked thses up because they will no longer be allowed on the open market after September. Something about the radio license and the FAA. ... get what you want now.

The time depends on you. The question pool is available for free, there are books available for free, there are sites to study the flash cards and take practice tests for free. Look up ARRL.org, ham exam.com and ham study.com, and "no nonsense guide" for reading. It's not hard, a little basic math and a little memorization. To take the test costs up to $15. If you're in Moncure you might want to reach out to OCRA or W4VEC or PM me for more info or ask in this thread. Chatham doesn't currently have a club or a repeater, but we're working on it and will likely have one up on one of the county's emergency management towers in a few months as they've got some abandoned 70cm antennas available.
 
My wife and I both downloaded an Android app on a Monday. Hers was free, mine was $5. She missed 3 questions, I missed 1. Best $5 I ever spent. We spent the weeknights just memorizing the questions/answers. Took the test the following Saturday morning. For the Tech license you no longer have to learn Morse code.

We used my BF-8HP and an Android app to track the ISS and download SSTV images from them last Saturday. Right on our front deck.Pretty neat.

2nd that question. (I'm sure it's here someplace but hey, I'm lazy today)

The Baofeng Bf-f8hp arrived yesterday. Nice unit but without the cable (ETA Monday) all I can do is stumble along with the limited manual.
