Staking tool?

From what I've seen, it is generally the shape of the intended metal deformation. HK has a proprietary staking tool for their gas tube castle nuts.
 
Do you mean the drilled indents for positive set screw location & retention?
The screws that hold the block in position to the port in the barrel. I had a PSA upper and the AR stopped work (would not cycle). I took the hand rail off and the block came loose.

I don't play an armorer on TV, here's what I've done. Do a dry fit with everything lined up, snug one set screw then:
1)- center punch through the gas block screw hole, install & snug the set screw, remove and punch the second, get a drill bit that fits in the threaded holes, remove the gas block, at a slow rpm, drill into the barrel the depth of the drill bit point only (you only need a dimple), re-assy with loctite.
2)- center punch through the gas block screw hole, get a drill bit that fits in the threaded holes with a wrap of electrical tape around it, at a slow rpm, drill into the barrel the depth of the drill bit point only, install & snug the set screw, repeat, , re-assy with loctite.
