I spent some time in body armor R&D and ended up actually having one of my designs being NIJ 0101.06 certified before I moved on. I started in the ballistic lab shooting everything that we made trying to make it fail. Running standard tests as well as trying all sorts of special threats.
I can tell you that broad heads shot from a crossbow will not penetrate a level IIIA ballistic shield.
A standard bolt will penetrate a level IIIA ballistic shield.
I never shot soft armor with any arrows.

Like a hot knife through butter. Plate will stop it no issue.
Fun fact. Some countries are starting to issue them to police for anti terror work. They generally cut through most body armor people wear, if any. The low impact of the bolt often isn't enough to set off homemade explosives and big broadheads have a higher rate of slicing the he'll out of wires

I don't think they'll do what you think they'll do. I've never tried it but I have tried to stab through body armor. I used a Benchmade CQC7 with the tanto point and no matter how hard I hit it it would not penetrate the armor.
