Probably because they know they can trace the gun to you and since you know who you sold it to, they know you'll give him up when they put on the pressure.As I read it, private sales to individuals known to each other would still be allowed without a background check.
It specifically says that the serial number must be recorded on every transaction. Wouldn't that be a registry?

Guns sold before 1968 did not require a 4473. Those guns went to Stan's Feed & Seed, Henry's Hardware, Montgomery Ward, etc. and were sold over the counter like a pack of gum. Sure, they might have gotten back into the system later on but tracing them would be nearly impossible. I'm perfectly aware of that. I have some of those. But, for the last 51 years most gunowners have bought at least some of their guns from FFL dealers. Plenty of 4473s to keep the jackboots busy.Guns sold before 1968 did not require a 4473. Those are all the ones I sold and since at least in NC, no sales records weren't required on private sales I no longer remember who I sold or traded them to.I'm perfectly aware of that. We bought guns at the Merchandise Mart in Charlotte years back and would stop by the road in Monroe and shoot them on the way home.
