At about the 5:00 minute mark, Brandon talks about police academy training, too, which points to the discussions we've had about the tendency of LEOs to appear to overreact to situations (shoot first, ask questions later). I'll say that this certainly makes the police trend of reacting with lethal force appear to be a training and departmental culture issue rather than an individual officer personality issue.
