I'm willing to bet that the majority of the shootings, drug crimes, break ins, etc, are all committed by a relatively small group of likely gang affiliated people.
While I'm not a supporter of Giuliani, his methods worked when it came time to clean up NYC. What Durham needs is a dedicated group of police officers who investigate and target gang related crime. They need to arrest those responsible, question their associates, and make the charges stick. Then the courts need to do their job and make sure the violent criminals stay behind bars where they belong.
I'm willing to bet that a few dozen arrests could drop the crime rate in Durham significantly.

Demo a few more ghetto neighborhoods and continue raising property and cost of living prices and push all the poor blacks out of Durham. Problem solved... Just like Raleigh did 20 years ago...
