From the Home page, it's the first heading you come to as you scroll down. It's a free-form, real time chat room where anyone can participate and step all over everybody else, creating much confusion and hilarity. It's open to the public so the rules are quite clear about keeping things "family-friendly". The only problem with entering into a conversation in Shoutbox is that it makes it hard to do that and search the many sub-forums and threads at the same time. Most people are in Shoutbox briefly, and then move on to the forums, coming back periodically. It all depends in what you're trying to do while you're logged in, really.
