260 Remington Low Velocities

I have been working up a load with my Remington Model Seven .260. It has a 20" barrel. I have tried Hornady 140 gr. Interlock with a max charge of 46 gr of H4831sc and am only getting around 2500 FPS. I then tried 130 gr. Nosler Accubond with 46.1 gr of H4831sc and getting 2550 FPS. I am working up a load for deer and I'm wondering if this is suitable for whitetail out to 300 yards. I'm running about 200 FPS less than advertised velocities. Should I try a different powder for more speed or substitute the lower speed for accuracy. The 130 accubond is showing great accuracy, but I am stuck at the 2550 speed.
 
Shorter barrels will almost always produce lower velocities. Most published data will also give the length of the test barrel so if your's is shorter, expect less with the same powder.
From experience I have found a few powders that produce excellent results in short barrels and IMR 3031 is one of my go to's. If your data source list a load it would be worth trying. With that said, 2500 fps will kill just as quickly as 2700 and the trajectory will be pretty close.
