Do these have any use? I ended up with them after leaving the military a millennia ago. Headstamp is one I haven't seen before

You can make some noise with them.

I would suggest that you not trim them for reloading after you make that noise. I would not trust the cases with regular loads unless someone who knows a whole lot more about them than I do convinces me that the brass is up to handling full charges. I have a bunch of 30/06 blanks and loaded several about 40 years ago. One split the case head and blew a lot of hot gas back into my face when I fired it in one of my 1903 Springfields. I have since read where other people have warned against using blank cases for reloading ammo with bullets.

You can also find a local organization that does military funerals and donate them. As they pay for everything themselves Some use 30 cal I've seen a few use 308

Those are pretty old blanks, 70'80 stuff. The newer ones are crimped even the 7.62 ones.
The cases are not annealed as part of the process and that makes them brittle and tend to split. Not a good candidate for reloading. There should be a red paper plug down the neck area you can see looking into the case. if it is not there then the powder has likely leaked out. A failing common to that kind of blank even when new.
