That “pipe” really resembles an “assault”15 barrel (presumably shot out) making it a for sure a-salt weapon. Thank the heavens it’s off the streets...
 
That "no questions asked" bit has me curious. That shotgun seems to have a barrel that is too short. Can you bring in an illegal weapon and walk away free as a bird with no worry about future complications? How about firearms that are stolen? Does anyone check? Would a thief walk away free after turning in a firearm known to be obtained through criminal activity?

I do think it is nice to have someone demonstrate how ridiculous these programs are.

Not one single firearm was 'taken off the streets'.

I was going to say, he should’ve painted it black and added a detachable-looking magazine/wooden block and gotten $200
 
I'd like to try turning in a plastic flare gun, wonder if they would pay for this assault rifle?

Might be a good idea to buy a 3D printer and begin spitting out tiny pistols. ;)
