Is there any restrictions to filling in a logo??

if so what would be the best way to fill it in

I have never, in around 10 years following ARs, and their comings and goings, heard of anyone ever getting even a glance because they color filled anything.

testors paint and a tooth pick. Let it cure for a bit and wipe off any excess with hoppes on a q-tip. You don't have to "fill" the whole engraving up. The tooth pick paints it pretty well.

Edit next day. I'll say I fill in the "safe" (white) and "fire" (red) on some of my AR's that get passed around. It helps visually to identify where the selector is for someone not too used to shooting and for myself to see the selector when the are done shooting to ensure safety.

i did a couple.
I put some testors paint in a little glass bottle with some acetone. that made it pretty thin. then i used an insulin needle to suck it up and apply it into the roll mark.
flushed the needle with acetone when i was done so i could use it again later.

When I used to drill and imprint bowling balls, several lifetimes ago, we had special crayons specifically for that purpose. I used to take home the tail end pieces and do my guns in pimpy gold. You have to develop a technique to wiping off the access and not dig it out of the recesses, usually with a tiny bit of solvent and light touch.

Oh, you mean like to hide a logo you don't like? Like bondo and paint? Wouldn't it be easier to just buy another lower?
 
in that case, of your logo is also your manufacturer ID, that could be a problem. receivers are required to have manufacturer, point of origin, caliber, and serial all marked, with letters being a certain height and depth into the receiver. (very shallow depth though)
I guess if you start wiping out any of those identifiers, you could possibly be considered to be obscuring the identifying marks...
If it's just color that's in there and you want it out, see about using progressively nastier chemicals to remove them. I wouldn't go using acetone/nail polish remover on polymers...

Bead blast the lower, fill in logo with JD Weld, sand smooth, coat lower in moly resin, KG Guncoat, Cerakote or any other spray on coating.
