CNC Lathe work is generally going to be more expensive. Most shops get a minimum to program & set up a CNC. $500-$750 and on up depending on the complexity of the setup, then apply $65-$85/hr for programming time & operator run time to make the parts.

A good manual machinist with a digital readout (DRO) equipped manual lathe is more than likely going to be cheaper to make your parts.

Baffles are a controlled item under the NFA.
Your options would be form 1 and you make them, or a licensed manufacturer make and install them.
I am unaware of any provision in witch you can have a 3rd party make a baffle.

Disclaimer: I completely understand the NFA Handbook is not the law...and there are some inaccuracies in it. I also don’t think it’s been update in awhile.

That being said, it does include:

If the applicant on the Form 1 lacks the skill, ability, and/or equipment to manufacture the NFA firearm, the applicant, after receipt of the approved Form 1, can have the firearm created or modified at a premises other than shown on the approved Form 1 as long as the creation or modification was done under the direct oversight of the applicant, thus having the applicant retain custody and control of the firearm. If the location is outside the applicant’s State and the firearm being made is a short barreled rifle, short barreled shotgun, destructive device, or an unserviceable machinegun which is being reactivated, the applicant will also need to request permission to transport the firearm interstate as required by 27 CFR 478.28.

It does not even say the other location has to be licensed.
 
I guess I should have specified no center hole. I have found a machine shop and working with them currently. But the ad has been deleted

So like when we do a build class at MCC a student is using our tooling and someone else could help, or perform work he/she could not as long as he/she is present.
For example a student may not be able to weld, and as long as they are present they can have someone else do it.
However they can't drop it off at a welding shop and pick it up later.

The ATF counts a baffle like it was a can.
If my can has a baffle strike I can't have them send another one, I have to send it in because the baffle is a controlled item itself.
Ask 5 agents get 5 answers, but I don't believe you are in the clear with having someone else make baffles outside of the aforementioned direct oversight of the applicant, thus having the applicant retain custody and control of the firearm.

If it spends the night, it has to stay with a licensee.
