And a non-FFL doesn’t even have option to file an electronic Form 4 at this time.
I am excited about the Form 4 e-filing (mainly due to speed out of jail), but there only seem to be a couple of vendors who do it such as Capitol Armory, and the 'spam the search engine with videos' SilencerShop. I am guessing that retail dealers can get a silencer shop kiosk or relationship.

The problem seems to be that this limits from whom I can buy a silencer- and those listed above are much higher prices than say: ShootingSurplus who has a YHM Turbo T2 for $378 instead of SilencerShop or CA at $450+

Second issue- what about the small LGS, the non-retail shop types like whom I like to do business? How do they get in on Form 4 submission?

What am I missing?

I bought a MG that arrived at my dealer on Saturday. I was at my dealer, who is a kitchen table guy, last night and we efiled my form 4. Any dealer with an eforms account can efile a form 4 transfer. If they don't have the ability to take/upload digital fingerprints the regular paper cards can be mailed to the NFA Branch with a cover letter just like the efiled form 1s.

TLDR....Any FFL/SOT with a eforms account can efile a form 4 transfer.

That's good news, I'll pass that onto my guy.

Basically the way it works is this:

-You or your dealer find whatever NFA item you want to buy.

-The seller, assuming seller is a FFL/SOT efiles the transfer to your dealer with a form 3.

-When the form 3 is approved the item is transferred to your dealer's eforms account inventory.

-You go to your dealer, do the efile form 4, pay the stamp, and submit (this is just like the efiled form 1).

-You and your dealer with both get an email notifying you of the submission. Your email will have a CLEO copy of the form 4 for you to submit to your CELO. The dealer's email will have the other two copies of the submitted form 4 and the cover letter for mailing in fingerprints. Assuming you didn't upload fingerprints, you or your dealer mail you fingerprint cards with the cover letter to Martinsburg.

That is it. Make sure your dealer has a digital copy of your photo to upload when completing the form 4.
