Wonder how that would work with Texas as was a sovereign Nation that entered on a treaty of 1845? Treaty stated Texas could spilt and form up to 6 states.

Seems to me what they need is a political revolution of their own and take back their own state. If there really so organized as to be able to put forth a viable attempt as splitting into another state (which won't happen, and I can give you 55 big reasons why it won't be allowed), then they ought to be more than organized enough to rally against the liberal forces in their own state.

Then how did we wind up with states like W Va which was broken off and created out of territory from other states?

Kind of a special case. When Virginia seceded from the Union, the entire state wasn't in agreement with that move. West Virginia split off and stayed with the North. Actually, that's not quite right...they actually seceded from the CSA and THEN was admitted into the Union in 1863. So they didn't split while Virginia was part of the Union...they split while Virginia was part of the CSA.

Looks to me like there is a legal path to dividing and joining existing states. The prohibition is that Congress can not do so unilaterally. They can however add states to the union without approval of the state legislatures.
 
You guys think the CA legislature and congress would agree to it? Not happening.

I think the problem about "taking back their state" at the ballot box won't work because LA and SF have more residents than the rest of the state combined. They need to work on the mindset of those people first.

CA's biggest issue is public sector workers and unions. They run the state. So even in areas where the people that desire a two-state solution there will not be enough support. The teachers and other public sector workers will have enough votes to squash the attempt. If left to its own devices the entire state will end up like Manhattan at some point. It will be all ultra-wealthy and government workers being served by a poor underclass living subsistence lives. The working middle class simply leaves over time.
