Tried 3 different pdr measures. Dillon 650 varied as much as a grain. Lee auto drum about 0.5grs and Redding BR about 0.4grs. Found a great load for my SBR with H335 and bought 8#'s. Going to be slow going with RCBS Chargemaster dispensing and weighing each charge.
 
What kind of variation are you having on other powders? Are you using an electronic scale and have you verified the charges on a manual balance?

I had this problem with H335 for .223 also, but was only using my RCBS powder throw. When I checked H4350, I also found that is was off more than usual. Turned out the problem was my electronic scale. I had recently added it to the bench beside my Dillon electronic scale and was pretty peeved that it was not giving me the accuracy I had anticipated.

Read an article somewhere and it turned out that electronic interference was an issue. I still don't know if it is the electrical lines under my bench top or the Dillon scale, but the solution was a couple of 3mm clamp on ferrite noise suppressors on the power cable, one at each end. They area available on Amazon for less than $5.00 for the pair. NOTE, if you purchase 4mm or 5mm, you can wrap the power cable through the magnet twice and improve effectiveness.

I only mention that because your problem involve so many known good powder measures.

I used to spot check, weigh powder charges when using the 650 but i was setting up for H335 and was having a time getting it to meter consistently. Swapped out dillon pdr system for a Lee Auto Drum and it was better but still 1/2gr variance. Then i set up Redding BR on rock chucker and it wasnt really any better. My RCBS chargemaster is my scale and its dead nutz ×/- 0.1gr. Never had a problem with any other powder. H335 is the smallest ball i think i have seen.
 
Do you have baffles in those measures?
Also, did you try tapping on the measure before dropping? I've improved results with finicky powders by getting the column to settle before each drop.
You can also try running some graphite through to coat the internals.

Especially through a Dillon measure. I run Win748 through mine without an issue, but stick powder is where I run into issues. When running AR-COMP through my Dillon 550, I see that technique plays a great part for accurate throws: cycling the handle at the same speed, the "thunk" at the bottom of the cycle, tapping the measure at the bottom/top of each cycle. Polishing the internals of the Dillon measure makes a great difference too.

The only things that I could think of that would make a difference among multiple measures would be environmental such as static, low/high humidity, etc.
 
My old Dillon 450 with the manual powder dispenser handles H335 really well. Very little variation from shot to shot.

Maybe you should just get rid of the H335 powder and I'll be glad to dispose of it for you.;)

I run H4895 thru thru 650 all the time with no problems. The trick for me with that powder and press is a delay on the up stroke of the press handle. Giving the powder time to go from point A to point B. Stick powder in the Redding is a different story.
 
I use it through a Lee Auto Drum and 9 times out of ten it is dead on with the 10th time being off by 0.1 gr. I'm using 24gr for .223 with a 55gr Hornady bullet
