Garmo was put on paid administrative leave

And further:
Many of those transactions involved "off-roster" handguns, which under California law could only be sold to law enforcement officers, not members of the general public,

Just like the regular peons.

Yeah, that last part peaked my interest as well. Why is there even an "off roster" category??

because police are special and deserve more guns than the increasingly rare and overpriced on-roster guns that regular people can get. My browsing tells me that for an old on-roster grandfathered pistol you can expect to pay 3-4x as much as is the normal going price everywhere else in the country.
