Military pandemic planning

Military folk or anyone knowledgeable on the subject matter, what exactly is dod 3551-1?


Let me know if my tin foil is on too tight. Majority of the verbiage makes it sound as though this is the military preparing ITSELF to maintain readiness and mitigate exposure etc (I have no doubt, makes sense...). But then there is verbiage like

'...calls for preparing for a pandemic and ensuring open lines of communication in the community, diseases surveillance and detection, response and containment.'...

...'This includes ensuring that the plans contain procedures for “response, isolation, quarantine, restriction of movement and community based intervention” as well as developing measures to contain and treat those possibly exposed.'...

I look at Wuhan and Italy and geographical-based quarantine happens with little notice. Wondering if there is anything of note here regarding domestic travel etc. Is this type of military response primarily for the military, or primarily for public wrapped in more innocuous language about preservation of their own capabilities?
 
There's no 'there' there. The DoD can set up camp in partnership with FEMA and state EM agencies to provide resources and assistance. The best way to prevent anything spreading like wildfire is containment and isolation.

I'm not worried about Zombies, it is the Clowns you have to watch out for, Clowns shoot back, Zombies do not.
 
This is CONPLAN 3351...DoD Global Response to Pandemic Influenza; it provides guidance, planning priorities, policy, and synchronization of supporting plans. NORTHCOM 3591 is a supporting plan to 3351 for pandemic response here in the states. While these plans are not classified, DOD policy restricts public release... so that’s all I got to say about that.
