I read that the barrel has to be 16" long and the rifle has to be 26" long overall. Does the 26" measure when the rifle is in it's smallest forum ( like if u have a folding stock in the folded position) or is it measured with said stock extended? Thanks
 
I *believe* it is the measurement extended if the buttstock is all the way out. I can measure my single shot 12 guage that was cut down by an Apex police officer. I'd hope he did it legally!

It's definitely extended...which makes no sense.

The ATF Form 1 includes this snippet in Instruction (2)(j):

Note: if the firearm has a folding or collapsible stock, the overall measurement is to be made with the stock extended.

Just to be clear, remember you have to stay at/over both of the measurements (16"/26").

Barrel is measured from the face of a closed bolt to the end of the muzzle, not to include any muzzle device that's not permanently attached.

OAL is measured along the bore of the barrel to the rearmost point following the note I posted above.
