This is why the NICS laws state that if the Feds haven't found a reason to deny your gun purchase within three days, the sale can proceed. Otherwise, any administrative error on their part could prevent you from buying something indefinitely. You would be required to round up documentation and stand in line waiting for your turn to try and convince some government drone that it's their error.
 
Since their true intent is to keep legal citizens from owning firearms and ammo, they have no incentive to develop a system that actually works.

Imagine the headlines when someone is “caught” with a couple 8 pounders of smokeless powder (not black powder). Instead of a honest hunter or sporting clays enthusiast ... terrorist with “B” making supplies.

ETA ... can you actually buy lead in Commiefornia? Seriously with the Prop 65 labels on everything I wonder exactly what reloading supplies are actually available there and if so are there extra taxes on them due to the harmful health laws.
