Because when you take off the duty belt and maybe your body armor, you remove the pistol from the holster to get redressed. Maybe I'm paranoid, but I just can't sling a gunbelt around me with a pistol in the holster, it feels unsafe. I take the weapon out and reholster once the belt is secured and keepers on.
Additionally, even though I'm plainclothes now, I've been around during two shootings in a precinct house. I'm vulnerable enough already, no way I'm leaving a pistol hanging on the hook out of arms reach on the job.
Kinda a habit, like being sure my new fatboy belt is broken in and can be unfastened in an emergency !
I always put on an empty holster also. It just seems like the right way of doing it.

100%. I can't understand why Pride keeps his service weapon in the file cabinet on NCIS NOLA.

I carried my Glock all day before with an extra mag. When I got home and took off the mag holder I noticed I had carried the extra mag for my shield instead of my Glock.

My main concern about this is ,if @Battery Oaks Billy reads about this Naked Gun fighting, what will happen down there . This is especially after reading about the firing from the ground position as in Kenosha Wisconsin this past weekend.
I guess the ground shooting was buttering us up for further shenanigans?
You never know what might happen at BO, do you, but there's always something to be learned, so I'm IN!! lol.

My first day carrying the Beretta 92s, so I have a gun digging into my leg again....I'm used to it. I'm liking it so far. The gun, not the leg-digging aspect!

We'll see how it does at the range this week, going to blow thru some rounds, but it has to be done.
We have two of the compact 92's in the shop right now. They are probably more Millie sized.
