Let's dive into this SC vs NC infringement issue I keep seeing pop up as an aside remark in various threads.
There seems to be a strong tribal loyalty thing going on here. Whichever side of the border you live on tends to bias your opinion. But make no mistake - we have all been infringed in the Carolinas.

In NC you need permission to buy a handgun but you can carry it openly without a permit.
In SC you don't need permission to buy but you can't carry it around at all without a permit

Different angles, same problem. Let's stop pretending one or the other is "more free"

Only in SC can you have a NORTH South Carolina. Which is SOUTH of the Capitol.

And Central SC is in the northwest corner of the state.

To the original question, the answer is Vermont.

There is a whole lot of inability to read and comprehend written English in both capitals but the root cause is not illiteracy, it's a moral defect.
 
I know SC doesn't consider my AR a concealable pistol in my car...

Aside from that, we are fairly equal in gun laws as far as I know. Some advantages on both sides of the line...

Not equal. Like not even close. Like I would not move to North Carolina unless absolutely necessary. The idea that you have to get permission to purchase a firearm boggles my mind. "Well, you still have to get federal permission to buy one," you say. Nope, Can purchase privately. You can't even do that in NC if I'm not mistaken.
 
You are mistaken, and I don't grovel. the permits are "shall issue" which means if he can't find a legit reason the Sheriff cannot deny it. I still say both states are equally 2A infringed.

I have to get permission to buy. You have to get permission to leave the house.

I can’t say one as a whole is better but I will say I like SC’s using the ONE state level SLED to handle their CWP program rather than NC’s bright idea to have 100 differently controlled local agencies handle our CHP program (actually 95% local who then forward to the state in Raleigh for their approval and printing of actual card and then back local pickup). SC’s way to me is more efficient and takes local politics out of the process.

Cancelled out by the fact that you can't openly carry a gun in SC with or without permission... I'm not saying one is better than the other. I'm saying it's a wash. I can walk around with a rifle slung or a pistol on my hip here if I want. I can also keep a loaded AR pistol concealed in my vehicle. You can't. If I didn't have a CWP, I'd need a permit to purchase. You don't. They're cheap and easy to get and good for 5 years. Not too big a deal, but I have a CWP. So, it's a moot point to me. Not even close? I disagree. Your one point of contention is purchase permits. Most of us have CWPs anyway. I also don't buy guns everyday. I do carry everyday. Which one impacts my daily life more, the freedom NC is lacking or the freedom SC is lacking? To me NC is easier on my day to day. I still say it's basically a wash though...

If routinely failing to meet a 90 day statutory deadline to do the same check NICS does in a couple minutes and their own LEO do in less time on several hundred MV stops every day is more efficient, you have lowered your expectations of our so-called public servants just so you won't be disappointed.

Once they realize that, they'll get even worse. They hate meeting our expectations.

So when I come down there on Jan. 26, can I conceal my gun on my person as I usually do here, or do I have to do something different there? Better got to googl-ing.....I haven't been out of NC in ages....

If you have a NC CHP you can.
 
Another issue relating to freedom (from overreaching) government might be their Home School laws/policies. My understanding is that NC is, for the moment, somewhat less intrusive in this matter compared to SC, but that is a second-hand, though informed opinion.

As for road signs, I can asseverate that, when in France one sees this:

Well, I have been in and around North Carolina for many decades and have never ONCE, seen anyone open carry. So that's really a none sequitur. Now, we do have Lindsey Graham so that's a point against us.

Well I see it most days around here. I don't do it myself as I have a CWP. It's a thing...

N.C. was light years ahead of us on FA. You could go in bars there armed [if not drinking] way ahead of us. And that open carry thing that our "pukes' keep sitting on makes me boil!

It's uncommon but I do see the occasional open carrier even here in Mecklenburg. Usually it's a Hi-point riding in an Uncle Mike's clipped to a pair of sweatpants, but hey it's still legit OC.
