Need a gunsmith to fit barrel blank to pre64 model 70

Hi I’m looking for a gunsmith to fit a barrel blank to a pre 64 model 70 I know they have to have extractor cut and cones breech cut , is this something any random gunsmith is capable of or do I need a specially skilled gunsmith ? Any recommendations ? Thank you !
