Need help understanding issues with 20moa base

Every rifle I've ever had, ive put a 20moa base on, no issues. So, when I got my savage LRP, same thing, slapped a 20moa base on it, put my weaver tactical scope on. 6-30x56 34mm tube. Try to boresight it and its off, so I bottom the elevation turret out, shoot at 100 yards, im 18" over the target. For giggles, backed out to 300, still shooting over the target with elevation all the way down.

None of this really caused an issue, I put a 0moa base on, and with the scope having 80 MOA of elevation adjustment, I can run it out to 1500+ without holding over... but Ive recently had a future chance to shoot out over 2000 yards... Is there something going on with my set up to cause this, or is it just the scope mixed with that 20moa base giving me too much elevation to zero at 100?
 
I suspect the barrel is installed crooked in the receiver. It’s a common issue with factory rifles, although yours sounds a bit extreme.
It’s easy to determine barrel alignment on a standard Savage receiver using an 12” steel ruler. Place the ruler on the left side, with 2” of the ruler against the receiver and 10” extending forward along the barrel. Using a second ruler, measure the gap between the end of the ruler to the barrel. Repeat with the ruler long the right side and top.
Perfect barrel alignment will result in all gaps being the same. A little math will tell you how much the barrel is misaligned. The average of the left and right measurements tells you what the gap should be for a perfectly aligned barrel. The difference between that average gap and any gap measurement (left, right or top) tells you how much the barrel is misaligned in that direction. For every 1/32” of barrel misalignment, the barrel is 11 MOA misaligned from the receiver.

Its hard to say for sure with your situation, but sometimes you can't get a closer range zero with extra minute bases..... but like said, your case sounds extreme. Scope height, how much elevation adjustment the scope has, barrel alightment, how true the base and action is, etc. Might be worth double checking to make sure the base is marked "20" and be sure there is nothing interfering with the action to base, base to ring, and ring to scope engagement. A piece of grit or a bur on the bottom of the base can make a difference.
