“An "80 percent receiver" is an unfinished receiver. It still requires several additional holes to become a functioning receiver. Right now the purchase of an 80 percent receiver doesn't require a background check, but the Attorney General's ruling would change that. The legal opinion reclassifies the 80 percent receiver as a firearm.”
 
Unfortunately this will likely go unchallenged because to do so requires one be personally harmed by the ruling (i.e. charged) and right now they only plan to charge people who are, unconstitutionally prohibited from owning a firearm (felons) under this ruling.

So a felon, who even a lot of gun friendly folks mistakenly don't think should be able to buy a firearm gets caught with an 80% lower and gets charged with possession of a firearm then has to find the money to appeal this up to the supreme court for it to get struck down.

It's sad because that is always where they start and then move on to everyone else. We all sat buy on our hands when 4th amendment violations and no knock warrants became a thing but only against drug cartels. Now they are an every day occurrence.
 
I really wish the PA AG would make a step by step video of how to finish an 80% lower since “even he can do it.”
I imagine this will be followed by banning any lower being made at home. If you’re caught with a block of aluminum and own a mill you’ll be a felon.

So it’s not a new law, just another interpretation. One of the many stupid things, how often do they find prohibited persons in possession of an 80% lower? The only scenarios I can think of is someone walking out of a gun show or someone manufacturing guns from 80% lowers to sell to criminals. The first is what it is, the second is already a crime.

From the article I don’t believe that a background check is being implemented in PA for 80% lowers, that would require a change of law and the AG can’t do that on his own.
 
If the sentence is to be shot by a firing squad of these "firearms", I'm OK with it.
