Pistol red dot sight in problem

I tried bore sighting in my Leopold DPP and ran into a small issue. I have to max out the elevation to get the dot to meet the laser point at 10 yards. After doing a bit of searching online apparently this is an issue with most of the pistol sized red dots and its a combination of height over bore and the short sighting distance. I even found a post from a vortex customer service guy recommending to sight in at 25 and just understand that you will be slightly low at distances shorter than that. And if you want to have a zero any shorter you will need a shim.

Should I try and find a shim or should I zero at 25 and just compensate when shooting closer?
 
I'm guessing the laser mounted under the barrel? Why are you zeroing to laser? POI will be higher than the laser anyway because of height over bore. My dot is zero'd at 20 yds. Even point blank the most a shot can be low is less than an inch so I don't worry about height over bore on shots under 20yds because the difference is negligible.

I do 25yds, but the only time I have to think about it is during dot drills at 7yds or in.
In games if I have to shoot an upper A I aim for the top perf I lose the ability to see the perfs at about the distance that reference is unneeded.
For SD I can't fathom an inch low making any difference.
If you zero at less than 15yds there's a good chance POI will start getting high quickly.
 
Yeah mines sighted in at 25. I don’t notice much of a problem until it’s too close to matter in my opinion. Do what John said and you’ll be fine as long as you understand what the bullet is doing in relation to your sight.

So ive got this back out to the range after i got it back of leupold service dept, and ran into the same issue. At 25 yards ive got the elevation all the way up and im still hitting 8" below the target.

Im just going to order a set of the shims from JP.
