I could not read the script on the stone, but Reserve Labor Battalions were organized groups of people in a medical hold. Sick or injured, injuries perhaps from combat, these guys would basically be a labor pool, mostly at docks or train yards. As people would heal they would get transferred; the ones that couldn't, discharged.
I think it was a WWI only thing.
