Gotta be a low profile gas block underneath the handguard. But that does raise the question as to why they opted to hang a piece of useless metal near the front of the barrel.

The class is a good idea, but the article states the rifle was donated by someone wanting to remain anonymous.
Given the hit/miss ratio of your average law dog, this might mean fewer bystanders get shot, I suppose.

Does the scope also account for wind, adjust itself for range, etc?

A lot of them don't even "like" guns it's just part of the their job to carry it they shoot it on duty and get far away off duty. I can setup a course of fire to make anything / anyone win.
Shot this thing a few years back. Was not impressed. It really struggled when the target got smaller.
