Stuck breech plug

Gun came into the shop for "cleaning". The bore is rusty and the breech plug is stuck good. Been soaking in Kroil and Liquid Wrench. What is best way to ensure it's not loaded before I fire up the torch to heat the breech area while applying torque to the breech plug?

Use a dowel rod and mark it at the muzzle when it bottoms out.
Then lay on the outside of the barrel.
Does it go pass the touch hole?
If so then I would think it is clear.
If not, then try using a screw to pull the bullet and a worm to clean out the powder.
 
I use compressed air in the primer/cap hole. I have a blow nozzle with a rubber tip that presses up tight. I will clamp the barrel in a safe direction. Zip tie a couple of rags over the end of the barrel and start putting air to it.
 
Take the nipple out and insert a zerk grease fitting in the hole. Use a grease gun to push ball out . Have fun cleaning the barrel!
 
Depending on length of the barrel, could also run a bore scope from the muzzle end. However if it’s full of kroil probably wouldn’t want to put bore scope down that!
