two things:

1. i understand there are 2 versions....one with color pictures and the other in B&W. both are the 4th edition.
2. finally, both have dosage and other information assuming you already have the necessary medicine.

it is sort of like: "when help is NOT on the way, but you already have all the things you need except a doctor."

I'm really conflicted about that subject in the book. The world would have to be in the pits before I'd take the chance on giving somebody something that they may be allergic to, or unless somebody brings them to you with an actual Rx. I had 'first do no more harm' beat in me for so long hesitancy would run rampant. Now, I would probably give the Rx to a friend or loved one to dispense which would keep my spidey sense at a minimum.

You assuming the luxury of an option. Remember, the premise is no one is coming. So, inaction may be the greater harm. And it doesn't take whole the world going sideways. Weather or other events that either overload or otherwise prevent local systems from responding, like comms failures.
Which gets back to training.
