OK, So ITAR was enacted in 1976 and I believe that was on President Ford's watch.

I did not blame the "Manchurian Candidate."

He is correct that Obama did that to gunsmiths, but it was under the W administration that what had been considered “gunsmithing” for decades was redefined as “manufacturing” with the requisite excise taxation. This opened the door for the Obama administration to make gunsmiths register for ITAR, since they were now required to be licensed as manufacturers, rather than as simple gun dealers, like before the Bush days.

The Bush ATF even kicked it off in dramatic fashion with a well publicized raid on a famous custom gunsmith, who was unaware he was running afoul of a new ATF regulatory interpretation.

Anywho, plenty of blame to go around for both administrations.

And, Bush raised the ITAR registration fee twice - once right before he left office. The first increase in 2004 raised it from $600 to $1750. In October 2008, it was raised to $2250.

Yup, well, As I understand it ( I guess flawed ) ITAR was started over concerns and control of what is or what was to be considered military STUFF being made available & sold outside of the USA.
My synopsis starts at the inception of ITAR for a ZERO point, of which I don't believe our "Home Town Gunsmiths " were thought of or meant to be included ,,, Unless said "Gunsmith" was Exporting items covered in ITAR.

Again, I posted this article ( above OP ) as good news that our "Home Town Gunsmiths" ( That do NOT EXPORT ) fees are being removed.

I guess it's time wasted because those that are in the business of "Buying ~ Selling Guns" Know the Rules better than I do.

So maybe Obama including Gunsmiths that don't Export items should be included in paying the ITAR Fee~s.

It is good news, but gunsmiths should have never been considered manufacturers to begin with. It is in Trump’s power the change that, as all it would take is an executive order. It would be better news if that happened. Had Trump changed that, ITAR would have automatically gone away for gunsmiths.

The excise taxes some of these guys pay on guns that have already been manufactured and had excise taxes paid on them dwarf the ITAR fee.
