gas system length would vary my response. I run an adjustable block on all of my rifles for suppressed/unsuppressed work and want that block just barely exposed for easy adjustments.

Agreed. Depends on the gas block and application. I have a 9" on my 5.56 and a 15 7/8" on my 7.62.
 
15" if you need a bipod so you can get it way out there. 12-13" otherwise, unless you've got super long arms and need to push your grip out front further. Also depends on if you shoot nose to charge handle or further back.
 
On a typical 16+" middy or rifle length gas, 15" rail. I like carbines to have A2 FSB and carbine drop in rails for some reason.
 
Can't have too much real estate... I put the longest handguard on I can fit...
