Friend found it. He doesn't know what it is, doesn't look familiar to me.
According to him the strapping is attached at both ends, so not a strapping tool.
What is it?

Whatever it is, it looks as if you would place something between the outer strap and the inner strap before twisting the tool to either break something loose or crush something.

Maybe a bead seater for tires. Wrap it around a freshly mounted tire at the tread and tighten it to bring the bead in contact with the rim for easier inflation.

That's what I was thinking, almost looks like an oil filter removal tool I've got kicking around somewhere. I'll see if I can find it.

It does look like a filter tool but it must be for big engines or tractors because you need a lot of room to work that thing. no way could I get that on a car filter.
