Where can you get a NFA item from

I have a Class 1 FFL and do not want to upgrade to a 3. Was wondering it an individual can buy a suppressor from and out of state Class 3 dealer and pick it up from them? Or does it have to be transfers to a Class 3 in my home state?
 
Probably best to contact an ATF field agent, but I'd assume that as an individual, it must be picked up in-state.
 
As I understand it, you can do that...maybe? I say that based on the discussions I’ve been a part of when somebody is trying to sell an NFA item to somebody out of state. It takes two Form 4 transfers. Since they’re tax-paid transfers, the middle man doesn’t have to have their SOT...just an FFL, since it crosses state lines.

Now, the disclaimer comes in that if it starts with a SOT, I’m not sure how that changes the rules. They can’t sell it directly to a non-FFL. And if buyer had their SOT, it would be a tax-free transfer using a Form 3.

Are you just trying to avoid a transfer fee from the in-state Class 3? Because as far as the wait goes, the Form 3 transfer adds very little time to the equation.
 
Big Waylon, I am trying to avoid the transfer fees. In July (I think that is when the renewal of the Class 3 is) I most likely will upgrade my Class 1 to Class 3.
