I figured they would, having seen how broad gun control measures brings a huge amount of opposition, try to keep their next ban proposal as narrow as possible - e.g., limit it to bumpfire stocks, in order to maximize passage. But they can't seem to help themselves. Or they could be setting up for bargaining - asking for way more than they know they can possibly get and then negotiating back.

The issue is, and I know you (and everyone else here) know this, there is no way in hell everyone would refuse to comply. - That's our issue.
