I have this box of RAM arms remanufactured ammo. The bullets appear to be a little "flaky." Is this sus, or okay to shoot?

Yep. I had some ancient 38 spl loads in a brown paper bag that looked worse than that. Some went bang. Some did not. Wouldnt choot those in a real spendy gun. I dont shoot remans as a rule anyway. Factory fresh or my reloads only.
 
That stuff gets in the grooves of your barrel. Shoot enough and you have a smoothbore :)
Ive bought several old 22 rifles over the years that had all the rifling filled with lead. Smoothbore is right. Takes alot of scrubbing and cleaning when they've went that long without cleaning.
