Yes, the require a ballast which is around $50 if it’s bad. As to need of a ballast it’s BIGGEST thing is start up ... that bulb burns damn bright and hot ... it basically plasma. To start off it actually “warms up” to operating level/temperature gradually. If that lamp loses power it won’t immediately come back on either. That ballast cycles thru a cool down and then restarts the lamp again ... maybe 10 minutes or so to go thru the restart so it’s not like a regular incondescent bulb more like a slooooooow fluorescent bulb start.I worked for Sylvania a lifetime ago. A LOT has changed, but that looks like it runs off a ballast, like a high-bay light would at Lowe's, in a gym or an older street light.
For the $32 price I’d just replace that bulb, althought the ballast can eventually fail also.
