Short version: won't happen until after elder scrolls 6 which is in production now and will be released between 2028 and 2030, so sometime in the early to mid 2030s. Likely set in New Orleans. Will be single player. Will likely be PC and Xbox only. Will likely require a future version of the Xbox.
They still retained that Todd Howard guy, who I think was responsible for pushing things to production too fast resulting in a lot of bugs. However, it has also been learned that the copy protection system caused a lot of the crashing in FO4 after they released a version without it.
With the long release schedule, perhaps they've learned from their mistakes and are returning to quality over quantity, which is what put them on the map. Morrowind, elder scrolls 3, remains one of the best written pieces of software I've seen. Full 3D view and rendering (no loading entering a new area that is isolated) meaning you can fly all over the map. If it crashes, it creates a save point right beforehand for restoration. Things like that.
