It doesn't look like they're actually raising the bridge, just taking off some the crap to protect the bridge from trucks....which lowered it from 12"4" to 11'8".
You would get blood from a rock easier than you would that kind of settlement from some schmuck that crashes his truck. Just shooting from the hip, knowing the three key pieces I know about it (tracks too low, road too high, and major utilities underneath), you could easily be looking at a $50M+ project.If this is the case sounds like they are going to be using it to fund the raising Project from some sucker that hits it and damages it.
