Is a hard case viable for single rifle storage for ~2 years until I figure out where I’m moving? I would also have a handgun safe, and I’ve already got a smaller safe that will hold ammo.

The hard cases are mainly for transport. I wouldn't want to leave my gun in one all the time. There can be moisture issues in long term storage even in top quality cases. But if you keep a check on it and keep rifle wiped down it should be OK.

Yes, but use desiccant packs and preferably a silicon wipe on any carbon steel/blued parts. Check it periodically, and use a good o-ringed case.

Edit - this is assuming its being stored in a climate-controlled location.

Yep, in an air conditioned room

Can you vacuum seal a rifle?
It's actually not a bad idea. I did it when I had to leave my guns behind when I went into the military. I cleaned and oiled them really well, threw some desiccant packs in and sealed them up using a food vacuum sealer.
