A defense official confirmed the authorization includes permission for Guard troops
to use lethal force.
The request came from federal authorities and was approved by Army Secretary Ryan McCarthy – who oversees D.C. Guard deployments since the District is not a state – indicating it was not a request from the local government.
Also from the same material, I don't believe if the troops were sent to DC with "Rubber Chickens" they would be
running "Back Ground Checks" either.

Rep. Jason Crow, D-Colo., requested that Army Secretary Ryan McCarthy have the service's Criminal Investigation Command review National Guard troops deployed for the inauguration "to ensure that deployed members are not sympathetic to domestic terrorists,"
according to a readout released from Crow's call with McCarthy.
McCarthy agreed to the request, according to the readout. But Hoakenson told reporters, "I am not tracking that."
Some active-duty units will participate in the inauguration activities, but those units will be ceremonial in nature.
