So I am considering doing an actual sbr not a pistol. What form do I need and is it worth it? I want a good backpack setup so was gonna do a sig rattler. I travel for work in state and am unsure on the travel part for an sbr. So I am stuck in a cycle of talking myself out of it and pumping myself to go for it.
 
You can form 1 an existing pistol or form 4 a factory sbr. Doing a form 1 on an existing pistol should be a good bit faster. No issues traveling in state.
 
Building it yourself is a Form 1

Buying it from another person or store is a Form 4.

If traveling out of state, you’ll also have to submit the annual form telling AFT where you’ll be going. It’s not a big deal…. @BigWaylon which form # is it?

So I have a sig virtus pistol lower and was gonna slap a rattler upper on it and call it done. The alphabet boys define manufacturing putting an upper and lower together so I didn't know what they would call that.

I don't think so. Nc issue cch permits and I think is pistol only.

If you have a SBR stashed in a pack and it is not “readily accessible”, it is not considered concealed (ex: trunk of your car or rear cargo hold of a SUV).

Cool, that is exactly what I am wanting to do. That in the back and my pistol on me. Next question is engraving. I was told by someone it gets a new number or something?

Not a new number. Your name and city/state or trust name and city/state

Yes,
A pistol (handgun) is a pistol no matter the size or caliber in NC.

Some states add what is the limit to a pistol barrel is. But that's per-state. AL, MI, TN limit a pistol to a12.5" OAL.

I THINK, SC has a rule that's similar

None of those are factors. Like real estate, its all about location, location, location.
Readily accessible vs not readily accessible is the sole determining factor

Engraving required when filing a Form 1 to make a new firearm, which is what I sounded like you’re doing.

The Maker’s name has to be engraved, which will depend on whether you file as an individual or an entity. This name needs to match the registered name on the Form 1.

The city and state where the NFA item is made (assembled) also has to be engraved. Technically doesn’t have to match anything on the form.

The caliber also has to be engraved if it doesn’t already exist. For example, a lower that’s marked Multi, and an upper where the barrel has been chopped so the markings are gone. I have one that this happened to.

@Mitch Rapp pretty much answered the question.

From a practical standpoint, I’m of the opinion that a pack is the best choice. If you have to ditch your wheels and hoof it, a pack on your back will draw a bit less attention than a hard case and leave both your hands freed up.

Now…this ain’t the only bag out there made specifically for a SBR. There are a bunch of other great bags, this just happened to be the one that checked all the boxes for me.

I always tell people the three step rule to put the firearm in operation helps with the readily accessable.

For a AR you could say:
1. Remove from bag
2. Insert magazine
3. Chamber

Could be enough to prove it's not readily accessable.

Which is pretty pointless in NC, since none of the statutes differentiate loaded vs not loaded. So #2 and #3 have nothing to do with it.
 
I think the distinction is "accessible" is not at all the same as "deployable"
