No it cannot unfortunately just carry, that is one reason to get a NC permit over non-resident.

UPDATE: I finally received my NH Non-resident permit today!! Was a little underwhelmed it came in an extremely small envelope with nothing but the lamented card, no information or warnings nothing just the permit. It took 1 month and 5 days from the time I sent in my application to the time I received the permit.
