I can't keep track of this ATF stuff.
I have a Ruger 10-22 rifle. I'd like to convert it to a charger by getting a new stock and a new barrel. Is this feasible? Is it legitimate?
 
I’m unclear of what you’re asking. Are you trying to make an SBR?

I'm trying to make my 1022 into a Ruger Charger. That is a pistol. the 1022 is a rifle.
You can’t make a rifle into a pistol. You can make it into something that looks like a pistol, but it’s actually a “weapon made from a rifle” which is one of the definitions of an SBR.

So…you can file a Form 1, make it an SBR, and run it with or without a stock.
 
Ruger 10/22 rifle receivers have different roll marks than the Charger receivers. They are identical other than a Charger has a “22 CHARGER” roll mark, declaring it a pistol.

You got that right! However, from what I've read so far I gather I can't do this without jumping through a lot of hoops.

There’s always the 🤫😉option…….but yeah, I definitely recommend doing the proper thing and registering it and an SBR…

It's not a lot of hoops at all. Start with BigWaylon's guide and ask a few questions here. You conceivably could have a stamp in hand within a couple of weeks.

 
Given that a tax stamp is $200 it is probably more economical to just buy a Charger instead of paying for a stamp and a Charger “stock” and barrel. The only advantage to SBRing your 10/22 is you could make it a Charger like gun or a SBR.
