Quick Question - Dealer Transfer

Short version background is that I won a suppressor (50% off certificate from the manufacturer, actually) off the prize table at a PRS match. The manufacturer tells me to find a local dealer to do the transfer and have them send their FFL information to them. Once I do that, when the can is ready to ship, they will invoice me, I will pay, and they will then ship the can to the FFL/dealer. I go to a recommended local shop that has a kiosk, etc. I talk to a guy there and he says no problem, gets my information and sends their license/information to the manufacturer. He tells me that once I pay for the suppressor and the manufacturer ships it to them, they'll contact me and I will come in and do the paperwork. Cool.

So I paid for the suppressor last week, and it shipped to the store. The manufacturer sent me a receipt with the tracking number and the can was delivered at about 2pm in Friday. Nobody from the store called me to say it came in. So right before 5, I called to ask about the can being delivered and ask what I needed to do. The guy on the phone (not the same guy I talked to before) tells me that I need to do the paperwork and pay the tax stamp, then come in and they will do the transfer. I ask him how to do that and he can't tell me. I tell him that I thought the whole reason they had a kiosk was to help me do the paperwork and facilitate the payment of the fees and the transfer. He tells me that I need to do the paperwork and pay the tax first, and then they can help me. I ask how I go about doing that, and he can't tell me. He then starts lecturing me about how in the future, I need to buy the suppressor from them through SilencerCo (or something like that) in order for them to do the transfer on the kiosk. He then tells me (paraphrasing) that I screwed up buying the can from the manufacturer and having it shipped to them for transfer, and that nobody does that and it is some huge hassle. Bear in mind that I went and spoke to someone at their store who told me it was fine. I told him that the reason I didn't buy it from them was because I won the damn thing, and they are not a dealer for that brand. And, I told him that I specifically went in and consulted with their employee who sent their FFL information to the manufacturer rep BEFORE I called the manufacturer and requested the can sent to them to do the transfer. (The last can I bought was about 10 years and 3 counties ago, and that dealer filled out the form, I then carried it to the Sheriff who signed it, then carried it back to the dealer with my newly inked fingerprint cards and a passport photo. The dealer then sent it off and called me 8-9 months later when the stamp came in.) I am going to the store on Monday to see if I can find the guy I talked to originally and see if maybe I just got unlucky and got the new guy on the phone.

So, my question is this: If the dealer is unwilling to help, how the hell do I go about doing the paperwork and paying for the tax stamp, etc. I was told that it is faster if you e-file, and that there are different forms you can use form-1, form-3, form-?. But I don't know which form to get or how to e-file it. I thought that was what the frigging kiosk was for. So which form and where to go next if they are not helpful on Monday?
 
The last person you talked to is an idiot, at least when it comes to the NFA process.

I’m assuming you meant Silencer Shop instead of Silencerco since you mentioned the kiosk. That dealer can add it to their SS inventory if you want to use the kiosk. I believe there’s a charge (maybe $25? $40?) to do that since you didn’t buy it from SS…and that fee usually gets passed on to the buyer.

But the only way that silencer was sent to them was because there was a Form 3 approved that between the manufacturer and that dealer. So it’s now in their inventory, and they can eFile your Form 4 completely outside of the kiosk system. (The only think the kiosk is actually for is collecting fingerprints).

You can roll your own prints if they don’t have a way to do it. Take a selfie and email it to them. You can’t do anything about starting an eForm 4…it has to be done by the dealer. I wouldn’t send in a paper form.

Other option is to have them transfer it to a dealer that knows what they’re doing. That’s a tax-free Form 3 (SOT to SOT) that usually doesn’t take too long (couple days to a couple weeks).

Form 1 isn’t part of this process at all.

I have done it several times.
Gets form 3 to dealer, dealer adds to SS, I do my part and pay tax on SS and done.

Must be someone that does not know or understand..
Always have a manager or some silencer person at the shop. Never just starting to just anyone and expect them to know much.
 
If I was you I would go to the store and talk to whom ever you talked to the first time. They should be able to guide you along.

Take this with a grain of salt I’m no nfa expert but I’ve been down this road. Download the silencer shop app on your phone. Create an account. Upload your selfie to the account. Buy a tax stamp and a single shot trust (trust is optional you can file as individual) via silencer shop using the same account. Go to atf eform site and create account using the same email you used with SS. If you already have an eform account you have to follow the directions to reset your password to gain access. Go to the store and do the finger prints on the kiosk. Then your part is done until you get the “ready to certify” email from SS. I don’t think I forgot anything but I’m sure someone will correct me if I got something wrong.

So I went to the store today and actually spoke with their NFA guy. He basically walked me through the Silencer Shop account setup and the ATF account setup. He then did the whole fingerprint and picture on the kiosk thing. Then, he walked me through the purchase of the tax stamp. It only took about 20 - 25 minutes to get it all done. And they even let me take a good look at it while I was there.

Congrats! SS kiosk is a really good option. The next ones you buy will be even easier since you've already done photos and prints.
