Recommend Flare Distress Light/Gear for Ocean Going Boat

Looking for needed/suggested safety equipment for my son’s boat that he takes offshore.

Do they still make epirbs? One could help a lot. I always carried one when I was going offshore. Smoke signals are also nice.

Considering what they would do in an emergency. Skimping on life saving equipment is never an option.

Garmin makes a little GPS device, smaller than a phone. That would be a solid thing to have, even when not in an emergency. Phones don't always have signal on water depending on how far out they go. Expensive, but again could be lifesaving.

Appears to cover the minimums other than PFDs and Fire extinguisher.
If he goes far flares may be a good idea, altitude increases visibility when it's clear.
Marine radio can't hurt.
