One the new law is enacted, private sellers will be required to go through a licensed firearms dealer for a background check, ensuring a would-be buyer can legally own a firearm. Gun dealers would be allowed to charge a fee of up to $15 per for a check performed on a private seller’s behalf.

The second bill would restore the law limiting handgun purchase to one per month, a restriction supporters say will help crack down on gun trafficking to other states. The former law was in effect from 1993 to 2012.

The Senate insisted on including an exemption for concealed-carry permit holders. The legislature is also moving to tighten the process for getting a concealed carry permit by requiring applicants to complete an in-person gun safety course. Under current law, those courses could be taken online.

I’d be ok with that as long as I could buy a gun, retroactively, for every month during which I never bought one. o_O

They basically went back to the pre 2012 law. CCW holders can buy as many as they want. That was the was it was when I lived in VA. Lots of people got permits back then just to get around that law even if they did not carry.
 
One a month. Talk about an arbitrary number, what logic supports that this is better than 1 per week or one per 6 months?

Is there a way "they" can prove I purchased a firearm via private party sale? How exactly will they enforce this?

They can’t, but it will definitely greatly hinder gun shows and sites like Armslist and VA Gun Trader, so they will consider it a win.

I guess you missed the 1st part of the thread title and did not read the OP or the article.... LOL

IIRC VA has its own background check system in addition to the FBI NICS background check . I am not sure which one they are mandating but I would guess it is the VA based system which also checks VA mental health records again IIRC.

Gonna be alot of interstate commerce along the border of NC and WV for Virginians. I like how they're making the VA CHP a even more special protection class relegating the mere unwashed citizens as lepers.

Also, what makes them think that free citizens who engage in private commerce with one another are going to bend?

If it were my guess, the fear of a sting might slow it down. Otherwise, a deactivated ad doesn't always equal a sell or a trade.

Right. How can it be proved (other then one of the parties rolling over on the other) when the actual transaction between two private sellers took place? Any firearm made before the date of the new law, could be sold privately.

I hate to think the guys are just floating around, trying to catch someone. Makes me sick.

Several years back, I had a trade deal offered to me from one of my Armslist ads. I asked for a picture. What I got was a picture of a SBR with a drum magazine. Yeah, I declined.
 
Well this old boy will be buying every cheap LEO trade in pistol that I come across. Gotta love living 5 min away from such a vast market.

That was my thought. Between friends and family? Who gives a care? But online purchases, where you show up but don't see the blue lights until it's too late? Those are suddenly a lot more iffy.
