So, doesn't this mean... - if buying something with the intent of using it as a suppressor part makes it an unregistered suppressor (according to the new ATF rule), then I _must_ be able to make a submission with no parts pictures at all (because I can't legally buy them yet).

Ok, just watched it. Amusing...and not shocking at all.
Like Maryland SPD refusing to change a thing about how they handle handgun purchases, despite what the courts say. They're going to treat the court's stand exactly the way they already do with respect to federal law which protects the citizens on interstate transportation of their personal firearms. In other words, they're going to ignore the law and make it an expensive, inconvenient, and time consuming venture to fight a legal battle they KNOW they're going to lose anyway.
Because eff you, that's why.
