There's a difference between having a sense of humor and being an a##hole. All pranks and jokes are not funny.
 
Im not sure that guy totally qualifies as a prankster he mostly harrasses people in idiotic ways, but one mans prank I guess... sounds like hes being charged now as well. However I like those Canadian pranks like the one where people think a woman is beating a mugger with her small dog.

Pranks, yeah, they can be fun. Dont injure anyone, dont cause monetary loss, dont humiliate.
But there's many ways and examples that a lighthearted prank can be good.

He wired up the weight on the roller brush and it beat the living hell out of somebody's car.

My pranks were more refined, like taking all of my roommate's furniture into the bathroom, locking and barring the door, then jumping out the second story window.
 
Back when 8 tracks were a thing, a friend put one in his car.
We had a birthday party for him a few weeks later.
I got a big cardboard box and taped a brick off-center in it with a tape of one of his favorite groups in there loose.

That's about as mean as I got.
Funny stuff is OK, a__hole stuff is not.
 
In the time I was at SIU Carbondale I saw a few guys in a frat disassemble a motorcycle, carry the pieces up to the roof of the frat house, and put it back together. When the owner of the bike regained consciousness from having passed out from drinking his bike was idling on the roof.
