I guess what's so odd about that? Again think of Ford/Mercury, General Motors back when it had a thousand sub-brands all sharing the same parts, or something like Bridgestone/Firestone - consumers feel like they're getting a deal by shopping around but at the end of the day, the parent company still gets paid.
There's another train of thought here - that JJE may be moving its budget line of AKs away from the PSA name for whatever reason (maybe sales have fallen off), so that PSA-branded guns can focus on the higher quality GF5 and related series. For years now, PSA's website has been littered with different AK offerings and plenty of empty promises. They've had so many damned irons in the fire and a seemingly new AK flavor every few months. It is very hard to keep track. I wouldn't be surprised to see the cheaper GF3s and other basic models become DPMS guns and the PSA website trimmed down a bit to focus on "higher-tier" offerings.
Also, not to drive your thread too far into the weeds but if you haven't heard, there is yet another PSA "sister company" called Soviet Arms, which is building Russian surplus kits on PSA receivers with FN barrels. There's some chatter that SA will offer ammo under this name at some point, but we can save that for another thread.
